Is Waltz's character from the Fleming books?

Sony Pictures, MGM and EON Productions announced today that filming has now begun in London's Pinewood Studios on the 24th James Bond movie, SPECTRE.
Skyfall's Sam Mendes is back in the director's chair. Joining returning cast members Daniel Craig (007), Naomie Harris (Miss Moneypenny), Ralph Fiennes (M), and Ben Whishaw (Q) are Christoph Waltz, Monica Bellucci, Lea Seydoux, Dave Bautista, and Andrew Scott.
You may recognize the bulldog below as being Bond's gift at the end of Skyfall:Here's the official plot synopsis: "A cryptic message from Bond's past sends him on a trail to uncover a sinister organisation. While M battles political forces to keep the secret service alive, Bond peels back the layers of deceit to reveal the terrible truth behind SPECTRE."
Waltz's character is reportedly named Franz Oberhauser, who The Mirror points out is "thought to be the son of Hans Oberhauser, Bond's ski instructor and father figure. But it's possible this is a red herring, and Waltz is going to play a 'classic Bond villain' - perhaps even Blofeld, the cat loving supervillain who appeared in seven previous Bond films."
Hans Oberhauser appeared in the original Ian Fleming short story of Octopussy.
